ENGINEERING EXPERIENCE

1970-71: U. S. Army Corps of Engineers, Fort Bragg, North Carolina. Performed design and supervision of troop training construction projects. Managed facilities maintenance self-help program. Conducted fire and safety inspections of troop housing and training facilities.

1971-72: Continental Oil Company, Lake Charles, Louisiana. Wrote drilling and work-over plans and specifications for offshore gas wells. Designed offshore and onshore salt water disposal wells.

1972-76: Missouri Public Commission, Jefferson City, Missouri. Reviewed feasibility studies, conducted service investigations and reviewed certification cases for water and sewer utility companies.

1976-87 Civil engineer for Hood-Rich, Architects and Consulting Engineers, Springfield, Missouri. Duties included preliminary planning, design and construction monitoring of water, sewer, street, storm drainage and subdivision projects. Projects have included drilled water wells, elevated and ground level water storage reservoirs, asphalt and concrete streets, stormwater detention and drainage facilities, sanitary sewer lines, sewage pumping stations, sewage treatment facilities, electrical control systems and utility rate studies. Major wastewater design experience includes two 1 mgd extended aeration activated sludge wastewater treatment plants with sand filtration, one with chlorine disinfection and an Archimedes screw pump the other with ultra-violet disinfection. Major water system design includes conversion of an abandoned lead mine into a municipal water supply. Major street design project was reconstruction of a one mile long collector street in a southwest Missouri town, which received funding from the Federal Aid Urban program.

1987-August 1988: Principal and Director of Engineering Operations, Riddell-Bockman & Associates, Inc., Springfield, Missouri. Duties included overall direct supervision of engineering design projects, development of engineering procedures and policies manuals and supervision of both field and office personnel during completion of projects. Projects have included subdivision infrastructure including streets, sanitary sewer lines, storm sewer lines, stormwater detention basins, drilled water wells, ground storage reservoirs, water distribution systems, structural design of various types of buildings and development of designs for on-site wastewater treatment systems in rural locations.

August 1988-Present: Owner, Bockman Engineering Services, Springfield, Missouri. Duties included overall administration of business functions as well as direct supervision of engineering and land surveying projects, training of personnel, development of engineering and land surveying procedures manuals and supervision of both field and office personnel during completion of projects. Projects have included rural and urban land surveys, residential and commercial subdivision and public works improvements design, topographic surveys, structural design of bridges and engineering design for buildings including HVAC, electrical and plumbing, complete design for 10° below zero cold storage facility. Major residential design projects include a golf course community and two gated communities. Major commercial land development projects include a 350 acre subdivision in Branson, Missouri. Major structural and highway projects include road realignments and bridge design for stream crossings up to 270 feet in length, using multiple cell box culverts and concrete I-girder bridges. Major land surveying projects included boundary surveys for a 350 acre commercial subdivision located in two sections and a 450 acre commercial subdivision located in four sections in Branson, Missouri.

ENGINEERING EXPERIENCE

1978-81: Moore & Wolfinbarger, Engineers-Surveyors, Springfield, Missouri. Construction inspection for sewage collection system for City of Hollister, Missouri including river crossings, bores and concrete structures. Design, plans and specifications for small sewage treatment facilities, collection sewers, pumping stations, water treatment facilities, water transmission lines and well supply. Prepared wastewater management facilities plans for subdivisions and municipalities.

1981-82: Scott Consulting Engineers, Springfield, Missouri. Designed small wastewater treatment facilities, collection and interceptor sewers, and pumping stations along with plans and specifications. Prepared facilities plans for wastewater management and water study reports for improvements to existing systems.

1983: Department of Public Works, City of Springfield, Missouri. Construction inspection for public works projects including streets and sanitary sewers.

1984-91: City Utilities of Springfield, Springfield, Missouri. System Planning, Design Engineering and Planning Department (1984-86) Completed long range report "Master Plan for Water Distribution". Prepared reports "Planning Study for Natural Gas High Pressure Distribution System" and "Water Supply Screening Report for the City of Springfield, Missouri". Assisted with development of gas and water distribution system computer models. Operations Engineering, Operations Department (1986-1991) Supervisor of professional staff who performed all engineering and design work for the gas and water distribution systems. Responsibilities included scheduling, review and approval of all design, plans and specifications; budget preparation; compliance with governmental agencies; coordination with other Utility areas and outside agencies. In 1991 responsibilities were increased to include supervision of electrical commercial services and line extensions. Developed Business Plan for implementation of new Tree Management program.

October 1991-Present: Bockman Engineering Services, Springfield, Missouri. Responsible for project administration, engineering design, plans and specifications for projects such as subdivisions, streets, highway bridges, sanitary sewer systems, and water systems.
